Answer
I have liaised with NI Water and they have advised as follows:
(i)the absence of a flap valve at the Eliza Close outfall was identified during investigative works following Storm Ciarán in late 2023. This issue came to light as part of NI Water’s post-event response and subsequent drainage infrastructure review to identify contributing factors to localised flooding.
(ii)NI Water has completed the necessary design work for the installation of the flap valve. A contractor has been appointed, and works are scheduled for completion by the end of July 2025, weather and site conditions permitting.
(iii)the original design of the outfall at Eliza Close did not incorporate a flap valve. At the time of installation, approximately 15 years ago, the infrastructure met regulatory standards and local drainage conditions. However, changing climate patterns and more frequent high-intensity storm events have since highlighted the need for enhanced protections such as non-return valves. The current installation reflects NI Water’s commitment to improving resilience in flood-prone areas in response to evolving environmental pressures.
