Answer

My Department does not hold records for unbonded sites as they are unlikely to have been determined during the planning process nor determined under the Private Streets Order.

Unfortunately, the number of housing developments for which the available bond is insufficient to bring the development up to an adoptable standard is not easily obtainable from the Departments database.

However, I can confirm that there are 379 development sites where 80% of the houses are occupied but the site remains unadopted for more than 5 years. Enforcement has not progressed on the vast majority of these sites as the available bond is insufficient to bring the development up to an adoptable standard.
